Presentation of the Ibero-American Forum of Guarantee Schemes and Access to Finance.

The Ibero-American Forum is an international event celebrated on a yearly basis under the Ibero-American scope. It brings together approximately 400 attendees from 20 Ibero-American countries, who exchange experiences, outline strategies and seek solutions to support micro, small and medium enterprises, so that they may become increasingly competitive and prepared to face the challenges of the future.

The event showcases the knowledge and information on guarantee schemes and access to finance, with the presence of national and state authorities, as well as of experts with high international prestige in connection with financing for small and medium enterprises.

The Forum is the main space of participation where experts from Ibero-America and other nations evaluate the best practices implemented by the institutions and guarantee schemes.

The aim is to set strategies in support of Micro, Small and Medium Enterprises, disseminating the Ibero-American experiences, along with experiences of other nations, regarding the best practices and experiments undertaken by guarantee and financing institutions and schemes.

It seeks to help Micro, Small and Medium Enterprises, highlighting the regulatory and supervision frameworks, the development of new projects, public policies, methodologies and technologies applied to international cooperation models.

The final purpose is to outline strategies in favor of Micro, Small and Medium Enterprises, and to contribute to a future of growth, development and wealth.

The sessions of the Ibero-American Forum will approach the reality, along with problems and perspectives of the guarantee schemes regarding the identification of best practices, and with the continuity and stimulus to the idea of creating specific projects of general interest.

Objectives


FIRST PANEL: "REGULATORY LANDMARKS AND LEGAL GUIDELINES: COMPARATIVE EXPERIENCES AND INNOVATIONS IN LATIN AMERICA"
Target Discuss the main regulatory landmarks in the Ibero-American guarantee systems. Compare the different models and evaluate the best practices of each set of laws as a contribution to other experiences in the stage of consolidation in Latin America.
Approach Why regulate? Who must regulate, and which are the necessary characteristics of the organization? Which points deserve to be highlighted in the norms and legislations? Which results are expected after the regulation is achieved?

SECOND PANEL: "SUPPORTING FINANCE INSTITUTIONS: REFINANCE SYSTEM"
Target Present the comparative experiences of participation by the international cooperation mechanisms in the guarantee systems with supporting institutions.
Approach The institution and its characteristic. Operational advantages and difficulties. Models of participation in refinance. Follow up and supervision of direct guarantees. Destination and supervision of direct guarantees. Destination of funding for guarantee mechanisms. Types and characteristics of contracts.

THIRD PANEL: "CHALLENGES AND PROSPECTS OF THE GUARANTEE SCHEMES/SYSTEMS IN LATIN AMERICA"
Target Present the current scene of the various guarantee systems in Latin America and in the world.
Approach Importance of the guarantee schemes. Current stage of development. Evolution of the systems. Perspectives of growth and challenges to be overcome.

FOURTH PANEL: PUBLIC POLICIES AND CREDIT GUARANTEE SYSTEMS
Target Discuss public policy mechanisms to promote the use of guarantees for small businesses.
Approach How much the public policies may and must exert an influence in the emergence and strengthening of credit guarantee societies; Learned lessons. Major advances achieved; Development future actions.

FIFTH PANEL: "MAIN NEWS, INITIATIVES, BEST PRACTICES, REPORTS AND/OR STUDIES ON IBEROAMERICAN GUARANTEE SYSTEMS IN 2012-2013"
Target Present and share the main innovations occurring in Ibero-american guarantees systems last year, especially with regard to new systems, new developments and best practices.
Approach Reports of the actors on new developments and implementations to share your logic, vision and expectations about specific experiences, both his success as well as the difficulties overcome.

Organization

Concession and Authorization to organize the Forum

The concession and/or authorization to organize the Forum can be granted after the presentation of a written request to the Technical Secretariat by guarantee organizations or other candidate institutions. The concession takes place with a franchise-format to be granted to the guarantee organization or institution of a country that may present its candidacy, with its written objectives and contents, based on the terms of reference of the Forums and on the formal acceptance of the Forums.

The concession and/or authorization must be unanimously granted by the four members who are the institutional sponsors of the REGAR Network, or at the closing of the Forums, following on a proposal and report presented by the Technical Secretariat of the REGAR Network.

Locality and Periodicity of the Ibero-American Forum of Guarantee Systems

The Forum will take place at a locality of the country that the selected institution proposes, and it is expected to have an annual periodicity.

Organization of the Ibero-American Forum of Guarantee Systems

The organizers of the Forum will be the local counterpart authorized by the Forum through the Ibero-American Guarantee Network (REGAR), and also the institutional counterpart; in other words, the institutional sponsors of the REGAR Network: the Permanent Secretariat of SELA in its role of responsibility for the Management Unit of Programs IBERPYME, ALIDE, SPGM and IBERAVAL SGR Sociedad de Garantía Recíprocas de Castilla y León, which will be represented by the Technical Secretariat.

Both the local counterpart and the institutional counterpart (both the institutional sponsors and the Technical Secretariat of the REGAR) will be responsible for the functions in accordance with the institutional format established by the terms of reference of the Forums, along with other conditions and particularities that may be stipulated between both parties for each event.

Working languages of the Ibero-American Forum of Guarantee Systems

Spanish and Portuguese: the means of translation will be provided (including Portuguese), if necessary, by agreement and decision of the organizers.

Logotype, Program, Participation and Dissemination of the Ibero-American Forum of Guarantee Systems

The local counterpart will present its proposal of logo and the theme or slogan of the Ibero-American Forum as its image.

Los logos of REGAR, of its institutional sponsors and of the local counterpart must be included among the documents, displays and publicity materials of the Forum.

Setting of the Program

The program will be defined by REGAR’s Technical Secretariat; the institutional sponsors of REGAR and the local counterpart will be informed, according to the contents that will be defined in this document, and in accordance with the specific and customized contributions to be made for each edition of the Forum.

Attendance

The Forum will be open to the broadest possible participation by organizations, institutions and individuals of the public, financial and entrepreneurial sectors of the host country, and by all actors under the Ibero-American and international scope who feel the call and decide to take part in it; it extends, in particular to all organizations and individuals related to the reality of guarantees for micro, small and medium enterprises in the Ibero-American space, which are sectorial users of REGAR. A highlight will be set on the institutions and individuals who signed the document of the IBERO-AMERICAN FORUM of Guarantee Systems and Access to Finance for micro, small and medium enterprises on October 25, 1998 in Burgos, Spain.

In this regard, a distinction is made between local participation, Ibero-American and international participation in general, and the sectorial Ibero-American participation by the guarantee actors as REGAR’s ”sectorial users”, in particular.

Communications

The representative of REGAR’s institutional sponsors and the local counterpart will publicize the event in coordination with REGAR’s Technical Secretariat and with the broadest available means, respecting each local territorial and functional space. A reference will always be made to REGAR’s website and to the Forum.

- Communication for participation as assistants with a general or universal character: the direct communications and dissemination will be made by means of electronic message with the logos of REGAR’s institutional sponsors, of the local counterpart and of the sponsors of the event; in each case, it will contain a list of institutions and individuals identified and selected at the REGAR database under the Ibero-American scope, and from other databases of the entrepreneurial, governmental or public, and financial sectors of the institutional and local organizers. A reference will always be made to REGAR’s website and to the Forum.

- Message of participation as panel member, speaker or moderator with a personal and selective character: the institutional organizers, following the proposals of the Technical Secretariat, along with the local representatives of the organizing counterpart, will identify and select in each case the Ibero-American and international speakers-experts representative of organizations and systems of guarantees, and of other institutions, and will send them a personal and exclusive electronic call/invitation to take part as speakers and moderators, in accordance with the established program in each case. A reference will always be made to REGAR’s website and to the Forum.

- Message on the participation as assistants to the institutions and persons representing governmental, political, financial and entrepreneurial institutions of the host country: the local counterpart will undertake this task unilaterally by the means that it may find opportune (per post, electronic means, fax, and so on) with the corresponding logos. It will also identify and send proposals to representatives of local governmental / political, financial and entrepreneurial institutions related to the event’s contents and to the protocols of institutional acts of the Forum, so that they may be called on in a personal and exclusive way. A reference will always be made to REGAR’s website and to the Forum.

1.- Call for the Presentation of Works

The sponsors and organizers of the 18th Ibero-American Forum of Guarantee Schemes and Access to Finance for Micro, Small and Medium Enterprises call the institutions and individuals involved in the guarantee systems and guarantee organizations to send their works of investigation and perspective to the following e-mail address: ppombo@telefonica.net.

A committee of works and publications, comprising organizers and sponsors of the 18th Ibero-American Forum of Guarantee Schemes and Access to Finance for Micro, Small and Medium Enterprises will evaluate the presented works based on the importance, contents, originality and proposals on the theme. The presented works will be selected for edition at the REGAR page, www.redegarantias.com.

The organization commission will issue certificates to the authors of the selected works, who will be in line with the theme of the 17th Ibero-American Forum of Guarantee Schemes and Access to Finance for Micro, Small and Medium Enterprises, under the heading of "publications".

2.- Bases

The works to be sent must include the following bases, in order to facilitate the edition work:

2.1 - Theme: Open theme on guarantee systems and/or schemes and access to finance for micro, small and medium enterprises

2.2 - Authors: The information must be written on a separate page including: Title of the work; Name of the author(s); Institution for which the author(s) work(s); Executive summary (see template).

2.3 - Text: Size DIN A-4 with numbered pages, single space, in one column, including texts, tables, photos and diagrams, with Times New Roman or Arial font, and minimum size of 10 points.

2.4 - Summary: All works must include a summary with a maximum of 250 words on the studied theme or perspective, the adopted focus and the conclusions

2.5 - Language: The works must be in Spanish, Portuguese or English language.

2.6 - Electronic format: Format of electronic files in word and pdf.

2.7 - Deadline: The deadlines for admission of works are the following:

Rio de Janeiro

Rio de Janeiro is the capital of its homonym state since 1975, and for almost 200 years it was the capital of Brazil as a colony, an empire and a republic, until the inauguration of Brasilia in 1960. Review of the previous Ibero-American Forums of Guarantee Schemes

The idea of the Ibero-American Guarantee Network (REGAR) emerged during the International Journeys of 1998 in Valladolid and Burgos, organized by IBERAVAL SGR for the purposes of mutual approximation, identification of best practices and exchange of experiences by Ibero-American guarantee schemes and actors. Since this event, with the background of the International Seminar "Guarantees in the Access to Finance by Micro, Small and Medium Enterprises" in Santa Fe and Bogota, Colombia, in 1996, the SGR Ibero-American Forum of Caracas and the International Journeys of Valladolid and Burgos, Spain, in 1998, a total of thirteen annual Ibero-American Forums of Guarantee Schemes and Access to Finance for Micro, Small and Medium Enterprises have been held.

The Latin American Network of Guarantees (REGAR) is an initiative within the International Days of Valladolid and Burgos (Spain) 1998, organized by IBERAVAL, SGR for mutual knowledge, identifying best practices and sharing experiences of the systems and Latin American guarantee entities. From this event, with the background of the International Seminar on "Guarantees in Financing to Micro, Small and Medium Enterprises" of Santa Fe de Bogota (Colombia), 1996, the American Forum of SGR'S of Caracas, and the International Conference of Valladolid and Burgos (Spain) in 1998, have been organized annually fourteen Ibero-American Forum of Guarantee Systems and Financing for Micro and SMEs from the Iberoamerican Network of Guarantees (REGAR) and national counterparts listed below:

What is Regar?

The Latin American Guarantee Network is a mechanism REGAR relationship, knowledge management and information between systems and Ibero guarantee entities as means to improve access to finance and procurement / bidding in the best conditions of time and cost , micro, small and medium enterprises Ibero.

REGAR is a Latin American Network recognized by the Conference of Heads of State and Government at their last Summit of Paraguay and registered under No. RRI/002 on record Iberoamerican Network of Iberoamerican General Secretary SEGIB.

What is the Ibero-American Forum of Guarantee Schemes and Access to Finance?

The Ibero-American Forum of Guarantee Schemes and Access to Finance for Micro, Small and Medium Enterprises is an international event for individual attendance under the Ibero-American scope. Its institutional format is ruled by the terms of reference and formal contents determined by the institutional sponsors of the Ibero-American Guarantee Network (REGAR).

The Forum has the format of a Workshop Seminar, to foster the transference of knowledge on how to guarantee the access to finance, and on public hiring of micro, small and medium enterprises, thus expanding the knowledge and the wealth of information of its participants. It is an attendance-based event for the exchange of information and experiences of Ibero-American actors on guarantee schemes and organizations for micro, small and medium enterprises.

It also intends to be a space of participation for Ibero-American experts and their peers from other nationalities, for the presentation of novelties on Ibero-American guarantee schemes, to inform on the activities and relations among the members of the network, and to evaluate the best practices and experiences implemented by the guarantee organizations and schemes, thus facilitating the exchange of knowledge.

Without a doubt, the coordination of the institutional sponsors REGAR, ALIDE, SELA-PROGRAMA IBERPYME, IBERAVAL SGR and SPGM, along with the extraordinary and efficient organization of the local counterparts, has turned the Forum into the central and the key references regarding the Ibero-American guarantee schemes and systems.

At the closing workshop of each Forum, the candidacy of its next host city is approved. Few Latin American forums and spaces are, similarly to this, a meeting point of exchange where common spaces are shared by the institutions of the public, financial and entrepreneurial sectors.

Objetives

General Objectives

To execute and organize the international event named Ibero-American Forum of Guarantee Schemes and Access to Finance for Micro, Small and Medium Enterprises, of the Ibero-American Guarantee Network (REGAR), providing a continuity to the previous events, through a Workshop Seminar comprising two shifts of meetings.

Specific Objetives

To make an international event under the Ibero-American scope on the Ibero-American experiences and best practices by systems and actors of guarantees and financing, to instruct and inform the attendees, the local counterpart of the Forum, the "sectorial users of the REGAR Network", and the "universal users" of the REGAR Network.

To be a forum for the participation of Ibero-American experts and their peers from other nationalities, to evaluate best practices and experiences implemented by the guarantee and finance actors and systems in Ibero-America for micro, small and medium enterprises:

  • Under the scope of the current regulatory and supervision frameworks, and of the frameworks for legislative reforms referring to guarantee systems, as sources of information on the current situation, and on the development of new projects to implement Guarantee Systems in several Ibero-American countries.
  • Under the scope of the public and institutional policies to implement guarantee systems and to provide financial instruments and services to the segment of the micro, small and medium enterprises.
  • Under the scope of the internal management of different Ibero-American guarantee actors.
  • Under the scope of the applicable methodologies and technologies.
  • Under the scope of international cooperation.

Objetivos de los Foros Iberoamericanos de sistemas de garantía

Objetivos generales

Realizar y organizar el evento internacional denominado Foro Iberoamericano de Sistemas de Garantía y financiamiento para la micro y pyme de la Red Iberoamericana de Garantías (REGAR), dando continuidad a anteriores eventos, mediante un Seminario-Taller de dos jornadas

Objetivos específicos

Realizar un encuentro internacional, de ámbito Iberoamericano, sobre experiencias y mejores prácticas iberoamericanas de sistemas / entes de garantías y, financiamiento en su caso, para conocimiento e información de los participantes, de la contraparte local del Foro y de los "usuarios sectoriales de la Red REGAR" y los "usuarios universales" de REGAR.

Ser un foro de participación de expertos iberoamericanos y de otras nacionalidades, a fin de evaluar las mejores prácticas y experiencias llevadas a cabo en los entes y sistemas de garantía y financiamiento en Iberoamérica para la micro y pyme:

  • En el ámbito de los marcos regulatorios y de supervisión actuales y de reformas legislativas referentes a los sistemas de garantías, como fuente de información de la situación actual, y de los desarrollos de nuevos proyectos de implantación de los Sistemas de Garantía en diversos países iberoamericanos.
  • En el ámbito de las políticas públicas e institucionales para la implementación de sistemas de garantía y la provisión de instrumentos y servicios financieros al segmento de la micro y la pyme.
  • En el ámbito de la gestión interna de los diferentes entes de garantía iberoamericanos
  • En el ámbito de las metodologías y tecnologías aplicables
  • En el ámbito de la cooperación internacional.

National Guarantee Systems - Challenges and Perspectives

The key theme of the 18th Forum will be: National Guarantee Systems - Challenges and Perspectives. The theme finds its justification in the fact that the volume of credit in Brazil has presented significant advancements in the recent years, especially with the decrease of the Selic index, and tends to maintain its upward trend. This scenario is a signal for a move by the financial institutions, in the sense of directing their resources to the productive sector - therefore, the guarantees will play a fundamental role in this process.

The Forum will also be an important landmark for the system of guarantee to credit in Brazil: along with the fact that the first credit guarantee society - Sociedade de Garantia Crédito (Garantiserra) - will reach 10 years of activities, the event will also stimulate a debate on the theme of credit guarantees involving micro, small, medium and large enterprises, the national financial system, the government in all its spheres, institutions that represent the entrepreneurial class, the SEBRAE system and the organized civil society. This will bring to the fore the need for enlarging the discussions by these actors on the creation of a consistent regulatory framework in Brazil, thus contributing to the necessary security for the expansion of the possible guarantee models.

The host country

The 18th edition of the Ibero-American Forum of Guarantee Schemes and Access to Finance for Micro and Small Companies will take place in Brazil, in the city of Rio de Janeiro.

In 2008, Brazil hosted the 13th Ibero-American Forum with the presence of 250 attendees from 19 countries, and 25 national and international speakers. Cross-cutting themes such as the international financial crisis, the lack of credibility of the bank system, Basel II, and the need to reinforce local and regional guarantee schemes for a smoother overcoming of these challenges by small enterprises, were present in practically all panels and discussions.

At the closing of the 17th Ibero-American Forum of Guarantee Schemes and Access to Finance for Micro and Small Enterprises, which took place on September 26, 2012 in Buenos Aires, Argentina, it was officially confirmed that the Brazilian Service of Support to Micro and Small Enterprises (SEBRAE) would organize the 18th Ibero-American Forum of Guarantee Schemes and Access to Funding for Micro and Small Enterprises, in partnership with the Ibero-American Guarantee Network (REGAR), following the terms of reference agreed on at the same occasion by the President of SEBRAE’s Executive Council, Mr. Roberto Simões; by SEBRAE’s Technical Director, Mr. Carlos Alberto dos Santos, and by the President of REGAR, Mr. Pablo Pombo.

In Brazil, Rio de Janeiro will be the host city of the event, which will take place on September 25 to 27, 2013.

As in all previous Forums, SEBRAE will count with the technical assistance and the collaboration of REGAR as a co-organizer of the event, in agreement with the terms of reference of the 18th Ibero-American Forum of Guarantee Schemes and Access to Finance for Micro and Small Companies, which have been accepted by all parties in their entirety of contents.

Open invitation for attendance at the 18th Forum

The Brazilian Service of Support to Micro and Small Enterprises (SEBRAE) and the Ibero-American Guarantee Network (REGAR) are organizing the 18th Ibero-American Forum of Guarantee Schemes and Access to Finance for Micro and Small Enterprises, which will take place from September 25 to 27, 2013, in the city of Rio de Janeiro. The central theme of the Forum will be: NATIONAL SYSTEMS OF GUARANTEE - CHALLENGES AND PERSPECTIVES.

The Ibero-American Forum of Guarantee Schemes and Access to Finance for Micro and Small Enterprises has been consolidating itself as the main event on Ibero-American guarantee schemes. It has continuously taken place on a yearly basis since 1996 with the support of regional organizations such as the Latin American Association of Development Financing Institutions (ALIDE), the Latin American and Caribbean Economic System (SELA), IBERAVAL SGR, the SA SPGM Investment Society and the local counterparts that take part in the organization of each annual forum.

Every year, the forum gathers approximately 400 participants from 20 Ibero-American countries, who share their experiences, exchange information, define strategies and seek solutions to help micro, small and medium enterprises become more competitive and prepared to face the future challenges, with a special attention in order to facilitate them in the access to finance and in public bids and hires, with the best possible conditions, through guarantee schemes.

The event is aimed at national and international managers, administrators, directors, representatives and experts from:

  • b) Financial institutions of the public, private and development fields
  • c) Development Organizations
  • d) Multilateral Institutions
  • e) University Institutions
  • f) Micro, Small and Medium Entrepreneurs
  • g) Bussiness Leaders

The main theme of the 18th Forum will be: National Guarantee Systems - Challenges and Perspectives. The theme is justified by the fact that credit in Brazil is expected to keep its increase, with the fall of the national Selic index, and this tends to stimulate the financial institutions to direct their resources to the productive sector. Therefore, the guarantees will play a fundamental role in this process.

In this sense, what needs to be done? Some important and necessary questions need to be discussed and built upon in the course of an agenda of commitments, which needs to be established with the main actors involved in the theme, such as:

  • A regulatory framework for the national guarantee system.
  • The creation of counter-guarantee structures or supporting guarantees.
  • A broad dissemination of information on the existing guarantee models and mechanisms in the country, vis-à-vis other international experiences
  • A wider acceptance and credibility of guarantee models and mechanisms before the actors of the National Financial System, of the organized civil society and governments in all their spheres.

The 18th edition of the Forum will include the necessary environment so that this discussion may become indispensable in Brazil. The sustainability of the development process and the social resonance that the event may stimulate depend fundamentally on the construction of an integrated agenda through the joint effort of the entire civil society, governments and companies.

In a context where there is more space for this, the strategy of support to the micro and small enterprises attains a decisive importance as a way to propel the process of developing a National System of Guarantees able to promote the access to financial services for Brazil’s small-scale productive sector.

In this sense, the expertise amassed by the represented institutions is the reason of the call that we bring to you, so that you may come and take an active part in this event. 1.- Call for the Presentation of Works

The sponsors and organizers of the 18th Ibero-American Forum of Guarantee Schemes and Access to Finance for Micro, Small and Medium Enterprises call the institutions and individuals involved in the guarantee systems and guarantee organizations to send their works of investigation and perspective to the following e-mail address: ppombo@telefonica.net sistemasdegarantias@sebrae.com.br.

A committee of works and publications, comprising organizers and sponsors of the 18th Ibero-American Forum of Guarantee Schemes and Access to Finance for Micro, Small and Medium Enterprises will evaluate the presented works based on the importance, contents, originality and proposals on the theme. The presented works will be selected for edition at the REGAR page, www.redegarantias.com.

The organization commission will issue certificates to the authors of the selected works, who will be in line with the theme of the 17th Ibero-American Forum of Guarantee Schemes and Access to Finance for Micro, Small and Medium Enterprises, under the heading of "publications".

2.- Bases

The works to be sent must include the following bases, in order to facilitate the edition work:

2.1 - Theme: Open theme on guarantee systems and/or schemes and access to finance for micro, small and medium enterprises

2.2 - Authors: The information must be written on a separate page including: Title of the work; Name of the author(s); Institution for which the author(s) work(s); Executive summary (see template).

2.3 - Text: Size DIN A-4 with numbered pages, single space, in one column, including texts, tables, photos and diagrams, with Times New Roman or Arial font, and minimum size of 10 points.

2.4 - Summary: All works must include a summary with a maximum of 250 words on the studied theme or perspective, the adopted focus and the conclusions

2.5 - Language: The works must be in Spanish, Portuguese or English language.

2.6 - Electronic format: Format of electronic files in word and pdf.

2.7 - Deadline: The deadlines for admission of works are the following:

  • Full work: until December 31, 2013.
  • Selected results for edition: January 31, 2014.
